"Citronelle"-it only took 10 years to get a few flowers....!

I bought this plant 10 years ago in the local market.
It's called a "Citronelle" and is supposed to chase away flies and mosquitos....
Well - no flowers, just greenery for 10 years - no matter what I did
with it, where I put it whether I watered it - or not!
All of a sudden, this year, after 10 years - 10 seasons, in its 11
season, it suddenly starts to show some flowers!
I hadn't watered, re-potted or anything - strange phenomenon.....
