fuzzy figures....silhouettes!

I was watching the news on the television yesterday, a report about disturbances after a football match in Egypt or Tunisia, or somewhere else in North Africa - except, the disturbances were in Marseilles, France!
Seems "somebodies" weren't happy to get beaten, so they went out and destroyed a few cars, windows, public call boxes and other public installations - in France!
Daily occurence in many areas of the world, and you don't get too hot about it - until it's YOUR car...!
What really disturbed and puzzled me wasn't the why's and wherefore's of the disturbances, but more the fact that the faces of the illegal elements explaining WHY they were smashing up other people's properties were "fuzzed up" - made unrecognizable - fuzzy figures of evil!
Why?
Does the law make it necessary? If so - why? 
Somebody just in the act of setting fire to somebody else's property has the right to "image protection"?
Why...?
Should the Television not have the civic responsability to show such scenes - without "fuzzy figures" - should they not be OBLIGED by law to show illegal acts, or at least to record them and make them available to the Courts of Justice and the forces of law and order?
If not - why not....?
If the law says "NO PICTURES", then the law is like the FIFA Authority Board 
IMBECILIC......! In other words - an Ass!
