A long time ago, people living in "residential" or "commercial" areas of Cities, Towns demanded that the speed limits should be respected, but that vehicles should NOT "crawl" along. The so called "kerb or kurb-crawlers" of the epoch were actually automatically suspected of being people searching for some form of "contact" mainly of a sexual nature, homosexuals or male "customers" of female prostitutes . Now, in AD 2008, here in France, people are calling out for a speed limit, in certain areas of towns and cities, NOT exceeding 20km/hour.
